In a rare ruling dismissing all claims brought by the SEC, United States District Judge Carol Bagley Amon ordered the dismissal of the SEC’s complaint naming Richard Heart and several of his cryptocurrency projects, HEX, PulseChain and PulseX. The Court found the SEC’s allegations purportedly establishing personal jurisdiction insufficient, and also determined that the allegations did not establish domestic securities conduct under Morrison v.
